How do you make a moving or flapping paper like in those pop up books?

its hard to explain but its like you see a children's pop up book about birds. Few of the pages have birds popping up like 3D and then the next pages have some tag u have to pull in order to make the bird flap up and down but 2D. I'm interesting and how do you do that?
