Getting free web on att cell phone?

so i ordered two phones online, i am very cheap and i dont want\need web on my and my daughter's phones. we have internet at home and thats enough. we have the 550 rollover minute plan, and thats it, so we get our phones today via mail, and theres is web on both the phones. theres Facebook, Google, yahoo...... all that good stuff. i checked my balance after trying some websites and it doesn't say anything. when i try to go to some apps on my phone it tells me right i away i will have to pay for it, so why doesn't it do that when i click on web, it just goes straight to search. i am very confused i dont want to have to pay for this if i didn't ask for this in my plan. can someone please help. is this suppose to happen? will i be charged? how much? and how to stop this?
