Can you get the inFamous 2 dlc without pre-ordering?

Is there any other way besides pre-ordering to get the special in game powers for infamous 2?I couldn't pre order in time and I just picked up the game.I was wondering if theres any other way to get the powers.Are they avialable on the psn store?Are they unlcoked later on in the game?Does anyone know where I can find get them via trade or buying them online?
